Editorial: Obama should create Castner monument

s President Obama’s administration draws to a close, he has a unique opportunity to leave his imprint on the El Paso border area by creating a Castner Range National Monument.
Preservation of natural and cultural resources has been a hallmark of the Obama presidency. He has designated 23 national monuments during his tenure, more than any other president, according to historian Douglas Brinkley.
Most of those designations faced at least some opposition, including the Organ Mountains-Desert Peak National Monument in southern New Mexico. With Castner Range, Obama can close his monument-maker legacy with a project that has little if any opposition.
